This phone number belongs to the Chofetz Chaim Heritage Foundation, which is a Jewish organization that teaches Jews and Bnei Noach (and anyone else who wants to learn) the Torah's laws about things like Lason Hara (gossip, baseless hatred, etc.) and other things. It's a charitable organization that puts kids through school, helps publish and distribute Judaism's many books on character development, etc.
They are really an outstanding group that's helped a LOT of people, schools, etc. If you want to know more about them look them up on Wikipedia or look on their website (google "Chofetz Chaim Heritage Foundation").
Every year they hold a raffle that helps them obtain the funds needed to continue their activities for the community. That's what these phone calls are. I know the caller recording speaks quickly, but that's the way Jews speak in NY, Monsey and other northeastern areas of the USA. This phone call itself is from somewhere around St. Louis, but they have offices across the USA. The recording is obviously an East Coast Jewish voice on it.
I have no doubt that they would NOT want to be leaving their messages on people's phone lines who didn't participate in the past or didn't ask for this raffle to be offered to them. They aren't that type of people who would do that, and they certainly don't sell their customer base to anyone either.
Please feel free to call the phone number of the main Chofetz Chaim Heritage office and find out what you need to do to get yourself off their calling list. They are polite and happy to help and no doubt will also apologise for any inconvenience (even if it wasnt their fault).
