Rang, hangup, no message left

I just received a call from this number, Caller ID said One West Bank, FSB. Since I have accounts at One West I answered and after a moment of silence there was a recorded message from a carpet cleaning service. I hung up and called the number back and got a Fax Machine tone.

Have received call from this number multiple times....no caller name just numbers...
Why doesn't someone do something about these numerous calls...UNWANTED!!!
