I was told they were the US department of Treasury.  When they started to ask for my personal information I asked them to put me on their "Do Not Call List" and they hung up on me.  I called again to make sure I got put on the do not call list.  They asked "why are you calling again and again?"  I told them I wanted confirmation that they were putting me on the "Do Not Call List" because I was hung up on.  They then hung up on me again.  Very thick accent.

Sounds like a foreigner, says it is an attempt to reach "You" (not my name, "You"), says not responding is failure to comply with something or other, and gives the phone number that came up on caller ID. Getting a call like that, You bet I'm NOT GOING TO COMPLY.
