No, that list stops law abiding telemarketing ONLY. Thieves, bill collectors, fundraisers, surveys and political calls aren't covered, and besides, why would swindlers care about any lists or laws?

No, because the DNC listing is a list and not a call blocker. Thus, it cannot keep you from getting calls such as these. You, however, can help yourself by investing in an actual call blocker. A lot of them are relatively inexpensive but priceless in what they can do for you.
