Called and left no message - Caller ID said Security Check - number now blocked

Called today,1/20/17, left no mesg. Didn't answer as I don't know anyone in CA., I live in TN. Blocked Area code and local no.

Caller ID said Security Check. 626-205-9622. I blocked the number.

I've wondered, are some of the scam calls with hangup/no messages just phishing for disconnected/out of service numbers to display on caller id?

Rang 4 times and then disconnected with no message. Caller Id said Security Check however my security is fine so I added to call blocker. Another scam call, we get 4 to 5 every day.
