i just got called by this number and missed it twice called back right away and it said it was disonnected/no longer in service can you help me i also got the call 2 months ago but dont rememer the convo

County of San Diego uses "fake" numbers to conceal the actual employees direct phone number.  This is one of those numbers so you will not be able to call it and reach someone.  You need to lookup the "official" main direct number for the county department you want to reach.
