Saw this number that came up on my caller ID. I called back and got a robo message saying "hello - no one from 'the association' is able to take your call right now, please leave a message..." so I hung up.

Asks for your name and if you say "yes" they hang up. Its some kind of scam DO NOT ANSWER YES, instead ask them "WHO ARE YOU?" they will not respond to that.
