I work alone and have no time for nonsense phone calls. I have received calls from this number several times asking me to answer stupid questions.  First off,  the person is reading from a card and God forbid you interrupt them while they are reading. The last person had a thick accent and spoke so fast, I couldn't understand her.  I asked her (reluctantly) to reapeat the statement slower. Once again, she re-read the same thing just as fast. To make a long story short, she got so angry with me because I couldn't understand her...AGAIN.  I told her I wasn't the owner and was told..Well you should have said that earlier!  Mind you,  I didn't hear what she was asking in the first place and SHE got mad at me and HUNG UP!.  I called this number back and got no answer after ringing it off the wall.
Who has time for this!?  I'm also on a do not call list.  What's up with that?

Got a call at 9:24am from this number.

There was just silence at the other end, no talking, but there was
just enough background sound (nothing identifiable) to convince me there was someone there, not just a dead line.

It's one of those free VOIP services that people use to make unlimited free calls through the internet to US local numbers. A friend of mine calls me often from abroad using his PC, and that's the number that shows up on my Caller ID.
