This is apparently the same scammer/illegal telemarketer using a Google Voice Number that also calls more commonly from 617-398-0865 (google that to learn more about this scammer).

Both numbers generate a voice message that identifies the numbers as a Google Voice subscriber when called. The scammer at the other number is known to change Google Voice numbers frequently.

I have been getting frequent calls from both of these MA numbers in close time proximity. Neither leaves a message. I live on the West Coast and have absolutely no dealings with anyone in MA, so they are unquestionably inappropriate calls.

If you receive a call from this number, please report to the authorities.

This number calls me every day at the office -- every single day -- and never leaves a message.  It happens that I have a standing call every day at the time this number calls, but if they can't be bothered to leave a message, I think they must be selling something or scamming.  Judging from the other lone comment, I suspect the latter.

Many calls from this area with frequent changes in number but never a message.  

Received two calls from 617-863-7942 & 617-398-7133 with no message.

Some headhunter guy , named Klown, who wanted to interest me in an Electrical Engineer position.  He talks like Elmer Fudd.  Needless to say, I did not return Elmer's voicemail.
