Yes, they do need the DNC llst if they are a telemarketer as per the definition of a telemarketer.  They need to scrum their lists.  No, they don't buy the list to have "good" phone numbers.  That is simply some fantasy someone made up (probably a telemarketer).  It doesn't matter where they get your number, the law is the law and real legitimate companies abide by it.  Crooks and criminals never do.

Also, the only way to talk to them is to get the phone when they call, because I tried calling back and it is a disconnected number.

The more information you have the better because you can report it to the police the next time you get a call get as much information phone number, person name,etc and write down as much info then call the Police and report them. They might be able to trace the phone number of where its calling you. I would also file a complaint with the Government National do not call so its in the database.

This idiot called today. If I don't know the number I don't pick up. Thanks to the kind poster above, I don't have to have waste ANY time out of my day talking to ISIS.
