Ohio state troopers...used 614-407-9611 as well..no message left

Most likely it belongs to the Ohio Troopers Collation. They have many numbers active at one time (many 407 exchange) in case you block this one. They keep most all the money the collect and only give a pittance to the cause they collect for. They are truly not part of the Ohio State Highway Patrol. Give you money to someone else-hopefully locally.

Called at 5:14PM on 12/6/12 to my mobile.  Columbus area code (not that means anything in this day and age).  I ignored the call and there was no voicemail left.  I'm sure it's junk.  Added to auto-reject list.  If I had to choose between eating a pickle or jumping out of a two story window I would definitely jump.  Pickles are gross.  Windows at three stories and higher though... sorry taste buds.  :(
