Most likely it belongs to the Ohio Troopers Collation. They have many numbers active at one time (many 407 exchange) in case you block this one. They keep most all the money the collect and only give a pittance to the cause they collect for. They are truly not  associated with the Ohio State Highway Patrol. Give you money to someone else-hopefully locally.
