Why call the number back? Research call spoofing for an answer. They may be stupid, but not quite so stupid to use numbers that can be traced. Check out that fourth digit while you're at it. Find anywhere in the US where 1 begins a prefix. Of course it can't be completed as dialed, no area code or prefix begins with a 0 or 1. It's s a joker from overseas with tricks up their sleeves.
