According to the CRTC the newspapers are allowed to harrass us, but The Citizen is violating the Do Not Call rules by not displaying their name - therefore, they can be fined if enough people report this.  I see they tried to call me, because I can see the number, but they had "Unavailable" in the name display - if they call again, and I answer, I will let them know that I am reporting them for this violation - people need to do this more often so they know we are not going to just accept this.
