Phoning to say criminal tax decision??? What does that mean?

They called 3 times in 24 hours. Didn't know the number and no name displayed so I didn't answer. An automated voice left message but couldn't hear the beginning. I tried to call back and it doesn't even ring. It will go to my blocked list. Thanks to that feature on my phone I can block unwanted calls.
