I doubt this is a debt collector. As it is area code (613), Which is Ottawa, Canada. It is more likely you're being called by the fake income tax scam. Foreign 3rd world criminals are calling American's & Canadian's pretending to be from the IRS/CRA. They aren't. It an old fashioned extortion scam to scare you by thinking you owe money on taxes, and will be arrested if you don't pay. Scam.
