If my hunch is correct, this number/call is from scammers most likely from India. The accent gives them away. They'll give themselves American names when they contact you; claiming that you owe an amount of money to them when it's completely outrageous and false. These calls often start after applying for an online payday loan. These scammers from India call between 6 to 8 times a day. They'll threaten you by saying that they'll contact authorities and ruin your social security. It's a never ending nightmare.
