Got a call from 610.000.0000 and ignored. Figured it might be a political robocall. They called back twenty minutes later, and I answered. Very staticy, and after a long pause a man said, "Hello?" - and I hung up. Strange, and not in a good way.

I'm also in Australia. Have received a text from +6100000000 for last 3 days. It says "Dear Winner, Your mobile number have won you the total sum of $500,000AUD. For claims Contact
Email: claims@mobilepromos.mobi". I tried to text back saying "STOP", as you do to stop other unwanted texts/promotions, but it would not send to that number. I'm contacting my service provider to see how to stop it.

Was told by person in "law enforcement" that they have the tech to punch in number to call, so your friend is right. I think it also explains how criminals have the tech too and would explain the scam aspect.
