The Do Not Call list works very well indeed, just not the way it was intended. Any telemarketer who calls is a scammer or a crook... we know this simply because they are calling us, as legitimate companies tend to follow the law.
The DNC list does not apply to charities or political groups. So if, those folks are calling us, it's their own stupidity for calling people who have announced publicly that they don't want to be called. This leaves stupid charities/political groups and crooks pretending to be charities. Again, the mere fact that they're calling us is the best clue not to give them any personal information or pledge a dime.
