Probably a scammer. I have experienced a dramatic rise in these calls since 2016 began. Every Tuesday I receive calls from spoofed numbers trying to extort money from me, telling me I have qualified for a business loan, have won something, or owe the IRS money. These people are overseas idiots. Ignore them and block their numbers. They are not worth your time.
