Got a call from a computer and when I answered it just said goodbye. Shouldn't the do not call system prevent this?

JUST GOT ONE---DIDN'T GET TO IT BEFORE THEY OR "IT" HUNG UP---TRIED TO CALL BACK AND GOT A NOT IN SERVICE----I GET THOSE ONES THAT JUST SAY GOOD BYE ALSO---SO THIS ONE IS WRITTEN DOWN ALSO AND THE INVESTIGATION IS LAUNCHED LOLOLOLOLOLOL
