Credit Card scam. They robo call until someone answers and gives information for a low interest credit card.

Received a robocall on my cellphone an hour ago regarding how to up my credit limit on my credit cards. "Press 9 to be connected to an operator" was the only option. What happened to the legal requirement to provide an option to opt out of their call list?
