This number called and the girl was foreign, as soon as you started speaking she said this call is from the United States, and went on something about not having to pay the government anything ( couldn't fully understand due to the heavy accent and her trying to speak fast) . Told her not interested and remove name from calling list. That was a couple days ago and haven't heard since then.

Last I checked, India and Pakistan have not petitioned for or been granted statehood. So that phone drone was lying from the top of her script. I give a 92% chance she rushed through a play for an advance fee as a condition of collecting grant money. This of course does not reflect how grants are awarded. The really absurd part is that grants are not loans, so naturally they are not repaid, unless the recipient has somehow backpedaled from the grant's terms.

This sounds like an overseas scam. As Resident47 indicated they are likely based in Pakistan or India and they are not about to admit to their actual location.
