This is a legitimate business - APS is the largest supplier of electricity in the Phoenix area.  If you are getting the call repeatedly call APS at  (800) 253-9405 and ask them to correct their records.

Phone call from 602-371-7171 Telling me APS is going to shut the power off to my business the next day if I dont call and pay my bill immediately. We dont have APS. This is a SCAM. They make it sound professional and are ready for your payment. I told them to turn the power off.  HUMMMMM Nothing happened.

If you called APS to report a power outage and requested a call back when the power was restored, this is the APS number from which they call to confirm that power has been restored.
