Caller told me they could lower my interest rate on my credit card balance
I told her I have no credit friends or money and that I was on welfare and food stamps  She just hung up

recicved a call from this number  offering me debt relief and when i spoke to a rep i asked to be removed from the callers list and was told to go f**k myself and that they would continue to harash me.. i fed up. my cell has logged this number 9 times in the last 6 days.. help??

just called my cell, no v/m "jackson, MS", googled number while it was ringing and decided not to answer.

Log into your cell phone account on your provider's website. Search the help for how to block a phone number (this is different than doing something like auto reject on your phone). I know at least Verizon has this feature for free.
