Called my cell phone. .. tried to answer but no one at the other end of the line.

Called my cell, no message, no person on the line. I have been getting 2-4 calls like this EVERY DAY for the past 3 weeks. I block them all, but they keep on changing their numbers.

called my phone on 11-3-16 at 18:22 pm EST. The caller ID said Mississippi. When you try to call the number back, you get a message that says, "All circuits are busy".
