On my caller ID is comes up as Michigan and no one talks to me, but lots of background noise.

This is a debt collection law firm.  They are totally legitimate and actually helped me resolve a credit card debt I had.  They were friendly and easy to work with.  And yes....it's outsourcing which is why some of the callers have accents.
