Someone called from this number stating that they were the IRS collecting 2K in back taxes and if payment wasn't made immediately they would send the police.

There is a fairly common IRS or "tax scam" being practiced by scammers in both Canada and the USA.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.

This call is full of crap a guy named Jack Cooper yeah right I told him he was full of [***] and go to hell he didn't like it one bit started to say very dirty things told him to kiss my [***] and eat [***] then he hung up go figure.
