I keep getting a text message from this person with the above number saying he's in the army. And I would like this number traced. Thank you. I believe he's a scammer.

So you looked up the number because you knew who it was, and then came on here and replied to a 20 month old message?  Now why would you do that?  But hey, if this is a real person then you should know his name and address right?  You should be able to prove in some way that this person is who he says he is right?
