The number is one of many from the same company.  The calls all begin with "We're calling about the recent notice you received on your gas bill".  They are all phony and a hoax trying to solicit something of some kind.  I always hang up after the recording starts. I know primarily because first, I don't have a gas bill and secondly, I don't live in California.  I have blocked probably over a half dozen claiming the same thing.
