Does it make a difference if one answers or if their voice mail picks up? Either way they know it's a live number. Grateful for my block feature.

Got same call to lower interest rate on credit card. Got live person who stated I called them. He stated I owe more than $3000 on all my credit cards. I stated no. He hung up on me.
