This is an illegal telemarketer who is running some sort of loan scam.   Apparently they think they are above the laws regarding cold calling people on their cell phones and numbers in the federal do not call list.

Starts off with a recording about loans and when I pressed one to speak to a criminal they hung up on me as soon as I stated that I was exercising my rights under the Telephone Consumer Protection Act and they must provide me in writing a copy of their Do Not Call Policy as required by the TCPA.

Once you let them know you are aware of the TCPA regulations it really rattles their cages.

Called.  Did not Answer.  They left no message.

Don't let them fool you, they are not a reputable company. They are a SCAM trying to steal your money and possibly your identity.

I use Prank Call because 800notes.com doesn't provide the proper title for Scammers and Identity Theft.
And these Scammers are so much worse than telemarketers.

No, it's probably more like the other telemarketers who know that this is a law that is hardly ever enforced, and the penalties aren't a major disincentive to continue doing what they do.
