Number appeared on ID. No message left. From Fredericksburg, VA

Get Digitone Call Blocker if you are receiving these calls you don't warrant. I had neighbor years ago used me for reference apparently. Barely knew him. Only had my address, no other personal info. Apparently creditors going after him all these years. One creditor revealed to me they call possible friends, like neighbors, to find these low lifes.

Now these maladroit, maggot agencies persist in calling ME who has absolutely no info on this person as I've explained to them numerous times. They buy/sell phone lists to each other. They said they would remove number. Doesn't stop them. Digitone.com  This device ID works extremely well. Check it out. Also more info I've found on other caller forums like this one. A letter format:

To Whom It May Concern:
This letter is being sent to you in response to your recent phone calls to my home.

This is not a refusal to pay, but a notice that your claim is disputed.

Under the Fair Debt Collections Practices Act (FDCPA), I have the right to request validation of the debt you say I owe you. I am requesting proof that I am indeed the party you are asking to pay this debt, and there is some contractual obligation which is binding on me to pay this debt.

Your legal staff will agree that compliance with this request is required under the laws of the state of Virginia and Federal Statutes.
In addition to the questionnaire below, please attach copies of:
1. Agreement with your client that grants you the authority to collect on this alleged debt, or proof of acquisition by purchase or assignment.
2. Agreement that bears the signature of the alleged debtor wherein he or she agreed to pay the creditor.
Please also be advised that this letter is not only a formal dispute, but a request that you cease and desist any and all collection activities.
I require compliance with the terms and conditions of this letter within 30 days, or a complete withdrawal, in writing, of any claim.
In the event of noncompliance, I reserve the right to file charges and/or complaints with appropriate County, State & Federal authorities, the Better Business Bureau and State Bar associations for violations of the FDCPA, FCRA, and Federal and State statutes on fraudulent extortion.
I also hereby reserve my right to take private civil action against you to recover damages.
Sincerely,
**MY NAME**

Here's what I suggest you do. Send them a letter via certified U.S. Mail with a return receipt request (that costs about $5 or so) directing them to cease all communication with you. Inform them that they have already violated federal debt collection laws by refusing to identify themselves when they call, and by continually calling your home even though you have told them that they have the wrong person and to stop calling. Conclude the letter with a warning that if they don't heed your cease communication notice that you will pursue sanctions in federal court.

If they contact you more than once after receiving your letter, then they are in violation of the Fair Debt Collection Practices Act. You then can take them to court and seek damages up to $1,000 per violation.
