Called my home phone first; I did not answer and no message left.  Same number called my personal cell - intrigued, I answered.  Robo-voice said "Consumer Alert, the blood thinning drug....", then I hung up.  They got me this time.

Login to your service provider site. Find the list of calls. Right click (or left click, depending on the site) and select "block" option. After that, they can never again call you. Hurt them where it hurts the most by blocking them. It is free.

The caller said he would like to sell me Obamacare Gold Package.  When I delined, he said I violated his "safe space" and began crying.  He asked repeatedly if I would look at his "peepee" and then I hung up.

Peddling getting involved in some injury claim against manufacturer of Xarelto.  Sounds like another scam.
