I just got the exact same message, marked urgent: "This is Mark Stephens, I have been urgently trying to reach you. I think we can do some business together. Call me at 530-753-2288." I have been approached by these guys before. Definite scam. They are trying to loan money or sell financial products. Opt out, delete, and avoid these guys. From the looks of things, they have been at it for quite a while. They are trying to trick people into calling back. Total predators.
