That guy is a scam artist representing various fake organizations like state troopers, fracternity order of police and many more.  We should report to AZ state attorney general about those lowlife scam artists. They can also generate fake number or make caller id unknown. Also check other numbers like 520-3959129

Calling me everyday. Does not leave a message. I called the number back. No answer.

The call 2-3 times each day. They leave a message for my wife, but no call-back number. It's probably a scam.

They have called my home number at least once every day, including Saturdays and Sundays, for the past two months. My caller ID shows "Hillside Contra" which makes no sense. No one is there if I answer, so I don't bother with them anymore and just delete the number from my caller ID each time they call. It's a scam claiming to represent legitimate organizations like the Fraternal Order of Police, etc.. Ignore them.
