Who uses this phone number?

I got a phone call and a text message that said, in all caps, "PLEASE CALL".  If this is a collection agency, I'm pretty sure that is breaking some laws...anyway, google the number.  Supposedly it's a landline in Tucson, AZ...a company called Qwest Corporation.  Couldn't find anything on Qwest though.  Please post if you get more information.
