Called and then hung up the phone after the answering machine started. No message.

Would not answer. Hung up immediately

a male voice comes on and says "I'm concerned about Tucson", I then hung up.

I had a call from this number but since I did not recognize it I did not pickup.  Instead I went online and read the above comments from Joseph, Mac and Steve, so I immediately added the number to my call rejection list.  Thanks to all three of you gentlemen

Silence to me saying hello twice. They hang up when you say goodbye.
