Just called here. I never pick up unless I know the number.  It was blocked because I have all of Tucson area code 520 blocked.  Someone (probably in another country) set up a bunch of Google voice accounts and are using those free numbers to do their scams.  They do this because they think we are more likely to pick up a phone call from someone nearby.  They don't realize that Tucson is nowhere hear where I live.  Too bad because they are ruining Google voice for everyone that wants to use it legitimately.
