He did the same thing to me.  Said he was Officer Peter Anderson from the IRS, calling regarding delinquent taxes from 2011.  He wanted me to moneygram him the penalties, to be able to put my account on hold, and keeping the police from seizing my assets and property.  He then later said that he was a debt collector.
Same as above, wanted to stay on the line until the Moneygram went through, and then he'd fax paperwork for me to sign.

Do not return the call.  These calls are not random.  They have some financial information about you and some personal information.  They pick on women, single mothers, the elderly and members of the immigrant community.They often pick on women because they think they are vulnerable.   Also, male callers often become sexually abusive if women don't fall for their stupid scams.  If you call them and you talk to them and they sense vulnerability,  then they may hammer you with even more calls.

Meantime, invest in a call blocker.
