There's no way to prevent the calls from being initiated. Invest in a call blocker and DO NOT pick up on call numbers you do not recognize.

Several calls a day from this and a similar number. I did answer one day, and it is some solar power scam. Telling them to remove you from their calling list has proven unfruitful. Guess ill just add this one to the blocked list.
