The only way to make them stop is to make it unprofitable for them. If we all answer and waste as much of their time as possible, it won't be profitable.

Rang once and dropped the line before it could be answered. I have an autoblock utility that consults online lookups quickly, but it doesn't look like this one got blocked. Given the comments above, either this scammer is merely fishing for "not out of service" numbers, or they've set up their robocaller stupidly and are dropping the line too fast.
