Unfortunately the reality is A) filing a complaint is an exercise in futility as the National Do-Not-Call Registry law has no bureaucratic/technological teeth behind it, and B) the numbers calling are apparently easily changed, so call blocking is a perpetual cat-n-mouse game that likely will never end. What DOES have a chance of putting these folks out of business is to make their actual business model impossible to maintain through grassroots guerilla action. What I like to do with these CC-interest rate scum is to waste as much of their time as possible. I generally have to go find my card (could take a minute or two...), s l o w l y read the (totally BOGUS, of course...) numbers that I make up on the spot or have written down for such occasions. When they come back invalid, read them again, changing a number (say a 3 to an 8...). Repeat as long as possible. Bonus points for getting a mention of the NDNCR in before they get antsy and hang up. I like "Hey, I just noticed that my bank's phone number on the back of the card reads '1-800-National Do Not Call Registry' - does that mean anything?" Soon they'll be so sensitized to being punked that they will start hanging up on actual marks who may ask an innocent question or two - then they are done...
