I agree that if no one answers the call, the scammer can't scam. But unfortunately not everyone has the luxury of not answering and have to answer calls, so badgering a victim about answering is unacceptable!

300 to 3300 Hz is common phone frequencies that are passed on. A police whistle is normally 2800 Hz
