There are call blocking devices, some telephones have blocking capability and some service providers can do this.  You might want to google "call blockers."  There are a variety of them out there some of which will block hundreds of numbers.  I have a panasonic phone that will block up to 25 numbers but there are other brands that will block even more.  Hope this helps
