Caller ID info is all too easily faked these days. The number you see is not always the number the call is coming from. I guess that's pretty clear in this case. ID theft or not, it's most likely a scam attempt of some kind.

Interesting call. The number 515-248-3100 is a fax number of the Securities and Exchange Commission, but the caller left a recorded message advertising life insurance. Was this yet another identity theft attempt?

no, it's not SEC, it's an insurance company fax: https://apps.tdi.state.tx.us/pcci/pcci_show_profile.jsp?tdiNum=8000

and the caller id also shows principal financial - still could be bogus, annoying at the very least.
