This number constantly calls my number and after I answer hangs up.  What goes with this?

someone called that I won $ and since Senior Citizen they supposedly paid my taxes.  BUT I would
have to pay over $2,000 for them to give me the $ and supposedly they would give me back the fee.  Yeah sure I bet WOW IS THIS A SCAM OR WHAT?  I wonder how many fell for this or am I out alot of $.  They just love us Seniors I guess we are supposed to be dumb or  something.  Oh apparently this call is from Canada.
