Been CONTINUALLY getting calls from this number and they leave no message.  Have noticed a pattern though, that this number calls generally right after I get a call from 440-220-4531 Willoughby, OH which has been reported as IGS Energy.  So I have the feeling the Cincy call is also from them, just trying a different area code in Ohio.  I simply don't answer unknown numbers as if it is important, they WILL leave a message, otherwise it is just junk calls.
