They say they are from the United States grant department. They want me to send an money order to them then they will send the grant money to me. The phone lone is very choppy as well. What is this?

What it is is a scam, pure and simple.  They take your money and will never send any "grant" to you.  The government never asks for money for grants.

Where is this call coming from? Same message that all u have to do is send $235.00 for processing and u would recieve $7000.00 in 10 minutes. By the Government. Is this a scam?

Just got called from this number. Thanks for your postings, sure saved me a headache. This is like the lottery from Canada you send money and they send money to you. Hahaha,  Another scam.

I just recieved the same call.I'm so broke right now.I could have fell for it.I was telling my children at the time that this is a scam because they had not ask me for any money yet.Then he said that my money would be therer in 10 minutes but i would have to pay the processing fee.NOT ME.If I had the money I would not even had gave them 2 minutes of my time.
