Looks like a spoof call from a "non working" number.

Spam call robot!

hang up

Live call, not robo.
"Can I speak to the person responsible for the electric bill?"
Electric utility scam.
Probably a spoof number.
These maggots never quit.

Answered the phone with "Are you a human?"
Him: Yes. Can I speak to the person responsible for the electric bill?
Us: Ah, you're a spammer. How do you feel about that?
Him: I'm calling from BePower [?] ...
Us: Where are you located?
Him: Well, the company is in Florida and I'm in Ft Lauderdale ...
Us: Your caller ID came up as a local number.
Him: That means that we're getting a good rate on our long-distance service.
Us: It means you're lying to us. Why would we want to talk to a company that starts out by lying to us?
Him: [unintelligible]
Us: And you're arguing with a potential customer! Don't you know anything about selling? Go away! [click]
